To direct and manage financial, business and administrative support services functions. To keep fully appraised of all relevant professional accounting standards, regulations and developments and to ensure that such information is communicated throughout the department as appropriate and that systems and procedures are amended accordingly. To provide advice, support and training to budget holders and their administrative staff. To liaise effectively with the Head of Financial Services and the portfolio Senior Finance & Business Manager on all financial matters, maintaining a professional reporting line at all times and ensuring effective adherence to all of the Constabulary’s financial policies, procedures and regulations. To assist the Senior Finance & Business Manager in the preparation of reports and financial appraisals to support proposals for major strategic capital and revenue initiatives relating to Service Plans. To provide effective support to the department’s response to the budgetary planning, efficiency savings, value for money, Spend to Save and Best Value Review processes and any other initiatives that may require financial input. To assist the Senior Finance & Business Manager in advising the Senior Management Team of alternative sources of funding, income generation, cost recovery and sponsorship available and any bids for such funding. AAT or equivalent (i.e. any qualification which would achieve the same exemptions as the AAT qualification in undertaking a CCAB accounting qualification. Current examples include CIB, HND/C Business & Finance or Business Studies, DMS, IIA).
